The Ministry of Tourism and the Government of Kep Province are the organizers of the Sea Festival in cooperation with the Cambodia National Tourism Alliance. Kep Province is becoming one of the main Cambodian tourist spots, although it keeps its own authenticity based in a green environment and peaceful setting. Unlike Siem Reap and Sihanoukville that shelter busy spots such as Pub Streets or crowed beaches, Kep is a place for contemplation and relax. Nearer than Sihanoukville to the capital, Cambodian middle class tourists from Phnom Penh are already preferring to travel 126 kilometers to the coastal province of Kep, famous for its pepper plantations and crab cuisine.

Traditional tourist spots in its territory of  336 km² includes the Kep archipelago of about 13 islands and islets, where Rabbit Island is the biggest and more visited; the Kep National Park with its Kep mountain range where some pagodas crown their summits; the pepper and fruits plantations, the Phnom Sosir caves, a great offering of hotels and guesthouses from stylish to yoga environments, the already popular butterfly garden offering a show of the local flora, and organizations with a dedicated mission for Cambodian children, youth and environment like Kep Gardens Association, Don Bosco Kep and Tnay Ban Chat Sailing Club & Resort. The Ministry of Tourism registered a number of 1 million visitors to Kep in 2016.
